GOVERNANCE

There are three elements to the organizational structure of the ICEMF:

The Inter-Ministerial Committee headed by CEO, NITI Aayog and Secretary level officers from the energy ministries are members of IMC. An order of constitution may be seen here. The broad function of IMC includes:

Provide policy advice and direction for new areas of research to the Steering Committee

Review the studies/modelling activities on a half-yearly basis or as the need arises

Co-opt members, if needed, to support the IMC

The Steering Committee (SC) is the principal governing body of the ICEMF. It is empowered to appoint specific Task Forces to carry out the specific research studies in different areas, with the approval of IMC.

Short list the policy issues to be taken up for study and will be responsible for technical guidance throughout.

Responsible to make decisions, in collaboration with the Task Forces on the amount and source of funding for various studies.

SC would aid in development of common guidelines for data management based on consensus of its members.

Committee would engage with Principal secretary or Nodal Department of states for understanding the local constraints and requirements, and provide necessary support to ICEMF.

Additional members could be co-opted to the Steering Committee as and when needed for specific periods of time, based on the specific requirements by the Steering Committee.

Each task force will undertake modelling studies as approved by the IMC and SC

Will suggest the research topics based on most pertinent issues and narrow down funding agencies for the studies in concurrence with the SC and the IMC

The purpose is to expand membership of the forum and provide space for all interested modelling teams to submit proposals depending on their research interests, capabilities and capacities at various points in time, in response to policy led modeling requests, and participate in activities of the Forum
